He writes a commentary for Money Management Executive, detailing downside-risk metrics and performance of mutual fund investments available through the 529 college savings plan universe.  His theoretical research into this investment area led to the development of the TuitionMAR; a set of absolute return benchmarking statistics used to evaluated the overall effectiveness of a college savings plan investment, and the application of the omega ratio for evaluating downside risk for investors.  He has been a guest speaker at The Mason School of Business and has discussed his investment performance research in front of a group of state treasurers and their staffs.  He is currently writing a book on how to save "enough" for college.

Burt holds an M.B.A. from The Mason School of Business at The College of William and Mary.  He resides in Williamsburg, Virginia with his wife and 2 young children.  Locally, he also serves on the Board of Directors of The Williamsburg Land Conservancy; a non-profit organization dedicated to protecting historical and scenic areas in the greater Williamsburg area.
